Tacloban City– In line with the observance of Ease of Doing Business (EODB) Month this May, pursuant to Presidential Proclamation No. 818, the National Maritime Polytechnic (NMP) reaffirms its strong commitment to efficient, transparent, and responsive public service through continued compliance with Republic Act No. 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.
The celebration marks NMP’s ongoing efforts to streamline frontline processes, strengthen digitalization, and uphold a citizen-centric service culture—specifically benefiting its primary clientele, the Filipino seafarers.
Spearheading the agency’s efforts to institutionalize EODB reforms is NMP’s Sub-Committee on Anti-Red Tape (Sub-CART), which plays a crucial role in monitoring, evaluating, and promoting compliance with anti-red tape policies and EODB directives.
Throughout the year, the Sub-CART has actively conducted process reviews, client satisfaction assessments, and information campaigns aimed at raising awareness among clients and personnel about the importance of efficient government service delivery. Posters, flyers, and briefings were utilized to promote RA 11032, ensuring that clients are informed of their rights and the standards of service they can expect.
As part of its digitalization thrust, the National Maritime Polytechnic (NMP) has launched several key technology-driven initiatives aimed at enhancing service delivery. These include online registration and enrollment platforms for maritime training programs, a digital certificate verification system to expedite credential validation, client feedback portals to support continuous service improvement, and a mobile-responsive website that allows users easy access to updates and services. These digital systems aim to reduce physical queuing, minimize delays, and enhance client experience, particularly for maritime professionals in far-flung areas.
Executive Director Victor A. Del Rosario emphasized the significance of EODB in government service: “RA 11032 is a powerful tool for transforming public service. At NMP, it’s not just about compliance—it’s about delivering value to every Filipino seafarer who depends on us for timely, accessible, and quality training and certification services,” he said. “Through our Sub-CART, digitalization efforts, and frontline reforms, we are ensuring that bureaucracy does not become a burden but a bridge to better service.”
NMP remains steadfast in supporting the government’s mandate to eliminate bureaucratic red tape and enhance public sector efficiency, all while maintaining its mission to serve the Filipino seafarers with excellence and integrity.
