TACLOBAN CITY – The National Maritime Polytechnic (NMP) took a significant step toward strengthening its partnership with the Philippine-Japan Manning Consultative Council Inc. (PJMCC) during a productive meeting held on 22 November 2024 at the JSU-AMOSUP Mariners’ Home in Malate, Manila.
NMP Deputy Executive Director Mayla N. Macadawan led the presentation, which showcased key initiatives under the ₱1.3 billion NMP Modernization Plan, including infrastructure upgrades, acquisition of advanced simulation equipment, and expanded training programs aimed at addressing the evolving needs of the maritime sector.
The presentation also highlighted the NMP Research Agenda for CY 2025–2028, which outlines strategic research priorities to enhance maritime education and training. Central to these initiatives is the proposed 2025 Maritime Research Summit, envisioned as a collaborative platform to engage stakeholders in addressing critical issues within the maritime industry.
The PJMCC board members highly commended NMP’s proactive efforts to incorporate mental health initiatives into its programs, particularly the expansion of the Mental Health Awareness Course aimed at addressing the rising mental health challenges among seafarers. They proposed enhancing the program by making it available online to significantly improve accessibility for seafarers, manning companies, and institutions nationwide. Additionally, they advocated for its integration into Pre-Departure Orientation Seminars (PDOS) to broaden its reach and ensure greater impact.
The meeting also revisited the Magna Carta of Filipino Seafarers, with PJMCC emphasizing the importance of practical applications in the Implementing Rules and Regulations (IRR). NMP was encouraged to resubmit its proposals, with PJMCC offering support for initiatives focused on upskilling and reintegration programs, including specialized training for seafarer ratings in high-demand roles such as welders, oilers, and fitters.
Addressing accessibility concerns, NMP discussed its plans to establish six (6) Regional Training Centers (RTCs) across the country pursuant to RA 11641. While the initial focus remains on Tacloban, feasibility study for the Cavite site is underway to expand specialized training offerings. PJMCC reiterated its support for this initiative, noting its potential to serve more seafarers nationwide.
The council also expressed interest in collaborating on NMP’s specialized training programs, particularly those requiring high-voltage simulation and internationally recognized certifications. Partnerships with TESDA and international shipping registries were proposed to ensure alignment with global standards. PJMCC further welcomed the concept of the 2025 Maritime Research Summit and requested a detailed proposal to identify potential areas of cooperation.
The meeting reaffirmed the shared vision of NMP and PJMCC to advance the skills, welfare, and global competitiveness of Filipino seafarers. Both organizations committed to working together to address pressing challenges within the maritime industry, strengthening their longstanding partnership in the process
