TACLOBAN CITY – With the enactment of Republic Act No. 11641, also known as the ‘Department of Migrant Workers (DMW) Act,’ on 30 December 2021, the National Maritime Polytechnic (NMP) was placed under the purview of the newly-created department. This shift emphasizes the need for NMP to align its strategic directions with DMW’s goals to advance seafarers’ welfare and empowerment, thereby contributing to a skilled and competitive maritime workforce.
As NMP sets its course for CY 2024-2028, two key initiatives have shaped its strategic direction.
On 11-12 September 2023, NMP conducted a comprehensive two-day lecture on strategic planning at the Hotel de Fides, Tacloban City. This activity equipped NMP personnel with valuable insights into strategic planning methodologies and best practices. The lecture initiative went beyond theory; it involved the revisiting and updating of the NMP’s mission, vision, and core values providing the foundation of the strategic plan.
In addition, NMP successfully conducted the first session of its Focus Group Discussion (FGD) series. On 13 September 2023, NMP actively sought the perspectives and experiences of seafarers and former NMP employees who continue to play an integral role in the ever-evolving maritime sector. The enlightening discussions proved to be a treasure trove of insights into the dynamic nature of the industry, shedding light on its multifaceted challenges and abundant opportunities. Notably, participants provided a unique perspective on how NMP has transformed over time. Their firsthand accounts painted a vivid picture of the Agency’s journey, reflecting not only its past achievements but also its current standing in the maritime landscape.
This consultation served as a sighting compass, guiding NMP in its pursuit of excellence. The insights gathered from the FGD session are invaluable and will provide inputs for the formulation of strategies to ensure that NMP will continue to significantly improve the lives of Filipino seafarers and help enhance the Philippine maritime industry.
Looking ahead, NMP is poised to build on this progress with additional FGDs involving shipping & crewing agencies, seafarers’ & labor organizations as well as government bodies and benchmarking the private Maritime Higher Education and Training Institutions (MHETIs). These engagements will further enrich the NMP’s strategic planning process.
NMP remains committed to developing a clear vision, well-defined goals, and a roadmap that will enhance its role in supporting the maritime industry and empowering seafarers.
