The National Maritime Polytechnic (NMP) and the Masters and Mates Association of the Philippines, Inc. (MMAP), once again signed a Memorandum of Agreement (MOA) at the MMAP Multi-Purpose, Malate, Manila on 1 June 2017.

The new agreement is with regard to resources sharing for the conduct of the Training Course on Assessment, Examination and Certification of Seafarers (IMO Model Course 3.12).

It is recalled that on 2 May 2017, the first MOA was entered into by both parties with the aim of strengthening cooperation towards the enhancement of quality trainings for Filipino seafarers, particularly on the conduct of the Training Course for Simulator Instructors and Assessors (IMO Model Course 6.10).

The new MOA has basically similar terms of reference with the previous agreement on mutual responsibilities and benefits that include: (a) tapping the services of MMAP officials and members as guest lecturers; (b) provision of 5% discount on training fees to NMP enrollees who are MMAP members; (c) sending of MMAP members as subject matter experts (SMEs) in the development of new courses by the NMP and; (d) accrediting MMAP members with the Maritime Industry Authority (MARINA) before sending to NMP as guest lecturers.

An integral part of the new agreement is the Terms and Conditions for the off-site conduct of the IMO Model Course 3.12 in Manila, Cebu, Davao and Cagayan de Oro.

This is an opportunity for the NMP to expand its services and broaden its clientele-partner towards improving the quality of trainings provided to Filipino seafarers for their employment acceptability and enhanced competitiveness.

Anchoring on this new agreement, the first batch of IMO 3.12 training was held on 12-23 June 2017 at the Maritech Maritime Training Studies and Manning Services, Inc., M.J. Cuenco Ave. cor. Gen. Maxilom Ave., Cebu City.

The MMAP is a recognized professional group of masters and mates with a significant number of members as MARINA-accredited maritime instructor, assessors and supervisors.

While NMP, on the other hand, is the only government maritime training center that offers upgrading, specialized and basic safety courses in accordance with the prescriptions of the Standards of Training, Certification and Watchkeeping for Seafarers (STCW) Convention as amended in 2010. It also offers other value-added courses.
