TACLOBAN CITY – The Department of Migrant Workers (DMW) Placement Committee visited the National Maritime Polytechnic (NMP) on October 13-14, 2022 with the purpose of conducting deliberation and placement of NMP personnel under the approved DMW staffing pattern. The team was composed of Undersecretary Maria Anthonette C.Velasco-Allones with Assistant Secretary Violeta D. Illescas, Labor Attache Liwayway Y. Ilo, OIC Director Nascel A. Gabito, OIC-Director Julie Ann J. Aguila, Mr. Mel L. Candido, Ms. Rizza R. Carandang, Ms. Karen Joy R. De Castro, Mr. John C. Arimado, Mr. Adrian Pol A. Lagula, Mr. Jayden S. Tabia and Mr. Erwin M. Topacio.

A General Assembly with the NMP employees and Job Order Workers (JOWs) was called for by the committee wherein Usec. Velasco-Allones shared some updates and announcements from the DMW. She also explained the process on how the committee will go about the deliberation and placement of the existing manpower complement of NMP.  The activity also served as an open forum where NMP personnel raised some questions and clarifications on issues concerning their employment and other matters related to the transition of NMP to DMW which were all properly addressed.

To provide a better appreciation of the role and relevance of NMP in the maritime industry, an Agency Brief was presented before the committee at the NMP Conference Room.

After which, the deliberation and placement process ensued attended by NMP OIC Executive Director Mayla N. Macadawan and Ms. Peñafiel Flor M. Legua, Officer-in-Charge, Administrative, Financial and Management Division (AFMD) and concurrent Head of the Human Resource Management Section (HRMS) of NMP. The committee placed the NMP’s existing sixty-five (65) filled positions in the same plantilla items as there were no changes in the approved staffing pattern of NMP under the DMW.  Corresponding appointment to the employees will be issued by DMW to be duly attested by the Civil Service Commission (CSC).

The seventeen (17) vacant positions will be subject for filling-up during the 2nd phase of placement. It was informed that the target date for the completion of phase 1 is November 2022. After which, the filling-up of the vacant positions at NMP and the residual positions throughout the DMW will be open to all subject to the principles of merit and fitness in hiring officials and employees in the government.
